Knowledge Architecture

The LiberateSkills knowledge base is not a repository of project outputs. It is the living structure of how a professional ecosystem understands itself, learns, and evolves.

Across multiple European initiatives, we have developed a coherent body of work that moves from mapping reality to shaping transformation. We begin with the ecosystem — the actors, roles, and relationships that define the field — and continue with the intelligence emerging from practice, capturing needs, tensions, and lived experience. On this foundation, we define competence: what professionals need to know, do, and embody in their work. These competences are then translated into system designs, structuring how learning, institutions, and services can function together. Finally, strategy and policy ensure that this knowledge informs long-term development, funding, and reform.

This architecture reflects a simple understanding: systems do not improve through isolated interventions, but through coherence between ecosystem, evidence, competence, design, and direction.

LIBERATE SKILLS

Ecosystem & Roles

This section maps the correctional ecosystem as it exists in reality — not as a set of institutions, but as a network of actors, roles, and relationships. It captures who is involved, how they interact, and how responsibilities are distributed across the system. It also reflects how professional roles evolve over time, responding to changing societal expectations, policy environments, and operational pressures.

Together, these documents provide the structural baseline of the sector: the human and institutional landscape on which all further development depends.

LIBERATE SKILLS

Sector Intelligence

This section brings forward the voice of practice. It gathers evidence from research, consultations, workshops, and direct engagement with professionals and stakeholders across the ecosystem. It reflects what is often invisible in formal structures: tensions, gaps, emerging needs, and lived realities.

Rather than presenting abstract analysis, these documents anchor the entire architecture in experience. They ensure that competence frameworks, system models, and strategies are not designed in isolation, but grounded in what is actually happening in the field.

LIBERATE SKILLS

Competence Frameworks

This section defines what professional practice requires at its core. It brings together competence frameworks, curriculum structures, and alignment work with European reference systems to articulate the knowledge, skills, and attitudes that underpin effective action in the correctional ecosystem.

It is here that experience is translated into structure. Competences are not treated as abstract descriptors, but as living elements of practice, shaped by real contexts and evolving demands. This layer creates the foundation for learning pathways, professional development, and micro-credentialing.

System Models and Design

This section moves from defining competences to organising systems. It presents models that structure how learning, institutions, and services can operate together in a coherent way. It reflects an understanding that competences alone do not transform systems — they require environments, governance, and delivery mechanisms that can sustain them.

Strategic and Policy Documents

This section brings direction. It connects practice, competence, and system design to long-term development, policy frameworks, and strategic choices. It reflects how knowledge generated within projects can move beyond isolated results and inform broader transformation at national and European level.
